Summary

State employees rely on Motor Fleet Management (MFM) vehicles to deliver services across North Carolina. This project focuses on improving the end-to-end vehicle access experience so employees can reserve and use vehicles with less friction, better reliability, and less delay in the field. It also supports responsible stewardship of public resources by identifying practical ways to reduce waste, improve efficiency, and flag possible misuse.

Background

The MFM division of the Department of Administration oversees a large statewide fleet. Over the past five years, that fleet included roughly 7,900 vehicles, more than 85 million total miles traveled, and approximately 18 million gallons of fuel consumed. The scale and operational importance of this system mean that even small process improvements can materially improve service delivery for agencies and outcomes for taxpayers.

Planned use of results

Project results will help the Department of Administration improve how state employees access vehicles required for state work while strengthening operational accountability and resource stewardship.

Anticipated deliverables

  • A current-state map of the employee vehicle access journey, including pain points and bottlenecks.

  • A prioritized set of process, policy, and technology recommendations to make vehicle access faster and easier.

  • Practical performance metrics and dashboard concepts to monitor availability, utilization, and service reliability.

  • Risk indicators and control recommendations that help identify waste and potential misuse without adding unnecessary burden to compliant users.

Funding

This project is being completed by students of the Master of Applied Data Science program at UNC Chapel Hill for course credit.
